Objectives
SNUG aims to improve the quality, availability and understanding of the use and application of subnational
data in order to enable evidence-based decision-making in the public, private and third
sector.
It will do this by:

Providing a voice for users of sub-national data when communicating with statistical producers and the wider user community.

Providing a forum for discussion of issues of interest to users of sub-national data.

Providing representation at meetings of the Statistics User Forum.

Organising events and seminars on topics of interest to members.

Providing reports to the ONS Regional & Geography Committee and other bodies, and responding to consultations or ad-hoc enquiries on behalf of members, as appropriate and as possible (subject to logistics, bearing in mind the group is run on an voluntary basis)

Ensuring that the sub-national data user community is represented on SNUG
Operation and resources
SNUG is a voluntary run group with all members attending within a voluntary capacity. The activities of SNUG will be decided by the Steering Group. The Steering Group will be chaired by a member, chosen by consensus from among attendees. The Royal Statistical Society will, where possible, make a suitable meeting venue available to the group for events or steering group meetings. Secretariat to the group will be provided by ONS.
Governance
Decisions will be made by consensus. In the event that consensus cannot be reached, decisions will be made by majority vote (2/3rds of the Steering Group). Attendance by 12 Steering Group members represents a quorum.
Communications
Communication with the Steering Group will be by email. It is the responsibility of Steering Group members to ensure that the secretariat have an up-to-date email address for them.
A discussion Forum will allow members to engage between meetings and events.
Meetings
The frequency of Steering Group meetings, and other events, shall be decided by the Steering Group, though the Group will probably meet no less than twice a year.
